JOB SUMMARY

World Vision Tanzania seeks highly qualified candidates for a donor-funded project with the ultimate goal of improving nutrition, nutrition-related rights, and gender equality for the poorest and most marginalized populations, particularly women, adolescent girls, and children under 5 years of age. The project is implemented in the Lake Cluster of the World Vision operation area in Maswa, Simiyu Region.

The anticipated project aims at:

  1. Improved adoption of gender-equitable practices in nutrition, health, and SRHR, at individual, household, and community levels
  2. Strengthened delivery of gender-equitable and responsive nutrition, health, and SRHR services for the poorest and the most marginalized women, adolescent girls, and children.
  3. Improved effectiveness of local stakeholders in target countries and Canada, on gender equitable local and international nutrition-specific and SRHR activities, advocacy, and policy dialogue.
  4. The Design, Monitoring & Evaluation Officer will provide technical guidance and support to the Project to comply with WV DM&E Management policy (LEAP/IPM) guidelines & standards, Child Well Being Objectives (CWBO), and donor requirements to achieve the intended program results and impact in a cost-effective manner, while maintaining a high level of excellence and accountability. MAJOR RESPONSIBILITIES

Activity

Implement project initiatives in monitoring, evaluation, impact measurement, and reporting system (30%)

  1. Spearhead development, review, and implementation of the project monitoring and evaluation plan in collaboration with the project team and partners.
  2. Test and adapt the project theory of change in collaboration with other staff and partners
  3. Facilitate the development of annual plans in accordance with donor requirements and WVI guidelines, and support the revision of work plans.
  4. Take part in the preparation, review, and compilation of the project’s monthly, quarterly, semi-annual, and annual reports.
  5. Take the lead in monitoring and evaluating events such as baseline reviews, mid-term reviews, and final evaluation exercises.
  6. Please participate in the engagement of project-hired consultants, including writing their
  7. Terms of Reference (TOR) and providing them with the logistical support they need to carry out their contracted duties.
  8. Facilitate learning and reflection sessions with staff or partners to explore information and answers related to the project’s learning agenda.
  9. Formulate and implement key performance indicators (KPIs) and deliverables for the project, and monitor them throughout its duration.
  10. Participate in project activities’ data collection, cleaning, analysis, and reporting as required by DME and/or the project management team.
  11. Abide and support in the monitoring and evaluation activities per approved policies, systems, procedures, and donor requirements

Activity

Implement project Learning, information, and knowledge system (30%)

  • determine the impacts it is making towards improved project achievements.
  • Maintain project database in WV’s Horizon and GEA’s monitoring platform, including GIS and remote sensing web-based and desktop software.
  • Lead project efforts to document challenges/obstacles, lessons, and best practices, including their application for improved project and organizational performance.
  • Package and disseminate quality program initiative information to different audiences,s and for project quality purposes
  • Lead documentation of best practices and ensure the most significant change stories are published, included in the reports, and shared.
  • Establish the status of implementation of operations audit/review recommendations for management action.

End Results

  • Lessons learned are captured for review and adjustment of the project design to enhance performance.
  • Documented evidence on project performance done and disseminated accordingly

Activity

Build the capacity of staff, partners, and the community in MEAL (20%)

  • Develop and disseminate monitoring templates, including GIS and remote sensing tools, to the project team
  • Train staff, partners, and the community on project monitoring tools for an effective and quality M&E system

End Results

  • Improved the capacity of MEAL for the project team and partners

Activity

Networking, visibility, and donor recognition (15%)

  1. Establish and maintain good relations with partners, local governments, stakeholders, and other consortium members regarding implementation and accountability.
  2. Ensures that project interventions and donors are recognized by the government, partners, and communities through project branding and participation in various forums, including national, zonal, regional, and local events.
  3. Develop and support effective linkages and collaboration with key public institutions.
  4. Represent the project in various assigned learning and sharing meetings/workshops/conferences.
  5. Facilitate the documentation and sharing of processes, challenges, best practices, and lessons learned among consortium partners.

End Results

  • Build a network and create a positive image about the project and WV in general
  • Documented success/transformational impact stories for visibility and donor recognition. Activity
  • Participate in Other Organisational Activities that ensure the project is well represented in WVT’s broader context, including undertaking any additional assignments related to MEAL and GAM functions within the organisation.(5%)

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • 3-5 years in program management
  • Demonstrated experience in Learning, Evidence, and documentation of success stories.
  • Minimum of 3 years’ experience in international donor-funded projects

Required Education, training, license, registration, and certification

  • BA/BSc Degree in Statistics, Epidemiology, Economics, Development studies/planning, Business administration, social science disciplines, or other related disciplines.

Preferred Knowledge and Qualifications

  1. Excellent communication skills; Ability to communicate with internal and external stakeholders,
  2. Excellent presentation skills
  3. Excellent coordination and planning skills
  4. Report writing skills: Ability to write complex reports
  5. Demonstrate high levels of integrity

  7. Excellent team player with minimal supervision
  8. Significant experience working with government officials, multiple partners, community groups, and communities.
  9. Proven experience in facilitating effective project documentation and dissemination of results to a wide range of audiences.
  10. Experience in working with international donor-funded grants
  11. Ability to maintain effective working relationships with all levels of staff
  12. Good planning and Excellent organizational skills, ability to determine priorities, and attention to detailare  a must
  13. Work in a multisectoral/ multicultural team- patience, cultural sensitivity, and application of contextual understanding in day-to-day work
  14. High level of knowledge and practice with Word, Excel, Outlook, etc. required
  15. Ability to work with tight deadlines for information needs
  16. Travel and/or Work Environment Requirement

Physical Requirements

  • Based in Maswa, Simiyu Region.

Language Requirements

  • Excellent written and spoken English is essential
